that's easy UNIONS. Amtrak has to deal with like 22 unions when they want to do anything.

Including unions like the coal fire union ( does amtrak still use steam engines ? ) the rail switchers union ( switches went electrical in the 70s ? why does amtrak still have to pay switchers who don't switch and on and on.

Does China rail have to deal with unions ? lol right
