The idea is not to pay poor teachers more, but to offer enough to attract good ones. Teachers can hardly make ends meet these days, so those with the attributes we need are seeking work elsewhere, or just enduring.

Show me a teacher that would claim to do a better job if paid more and I'll show you one that should be fired.
