That's how it's done now. The FBI owns the database that is checked in a NICS check. The FBI database isn't all that great either because Gubmint employees have to populate it (work) and they need to be out the door every day at 3:30 p.m. to head to the bar. When the FBI approves a background check and a crime occurs guess who takes the blame? You would think the FBI would own up to it but they don't. Instead, the FFL gun dealer takes the blame and is told, they should have know by looking at the beady eyes of the purchaser or some other such nonsense.
