Well, printing with fiber reinforced materials, which you will need to do if you cannot do it in metal, is not even close to being done.

I am not saying it is impossible. It isn't. But the technology is nowhere close. Especially in the RepRap community. And they have a keen interest in it because their Holy Grail is to essentially make a von Neumann machine that can self-replicate. That includes the electronics. Printing conductive traces is a hot area of study. I am going to try to print pewter. The melt point is within the range that my printer can handle. The problem is that pewter has a very narrow plastic range. And it can dissolve brass, which my nozzle is made of. So the temperature control is tricky.

Are there grounds to figuring out policy to deal with this possibility? Sure. There are always grounds to try to guess threats and put policies in place to head them off. But this particular one isn't happening in the next 5 years. I'd expect the printing of everything but the electronic and electrical components of a RepRap first.
