The 22nd amendment was written to prevent current Presidents from standing for a 3rd term.

But I don't believe there is anything in the interpretation that prevents a former President, after an interval where they are out of office, from running again.

I certainly would not want to see it occur, but it's my belief that the SCOTUS interprets the 22nd amendment along those lines.

He certainly could become a VP..

Btw, Jerry Brown was recently elected as California's Governor, despite having previously served in that office back in the early '80's..

And Article 5 of the California Constitution clearly states that no Governor may serve more than 2 terms... Similar language to the 22nd Amendment:
