That is perhaps part of it....however, there were a number of inroads made into the Executive privilege during the Clinton years which I believe this WH wants to roll back....I do believe there is some merit in the argument that the President should not have to disclose all the advice he receives to make sure such advice is given unfettered by fear of disclosure....
