Yes they were. True, they didn't have a division there, but there was security. No, it wasn't in a roundabout way. There is a tribe in Northern Mali who have been agitating for independence for decades. Muammar admired their spunk, so he hired a bunch for his army. And they were pretty loyal. However, when Gaddafi lost power, they took their weapons, raided some arms depots and went home. They had made common cause with a local branch of al Quaeda. The Malian government sent some troops to bring the north in line and they got soundly spanked. They were poorly equipped and very much outgunned. The military was not happy and staged a coup. Which the north took advantage of and declared independence. The AQ then took control, having had a lot more experience fighting that the tribal members. The Libyan weapons were used in the assault on Benghazi.
