Samim, I guess I didn't express my opinions as clearly as I should have. I wasn't stating that the U.S. military could influence these carriers, but rather that foreign governments could exert influence over the technology deployment decisions of carriers that operate within the countries they preside over (i.e. the French government with regards to France Telecom, or the Chinese government with regards to China Mobile). Naturally, if these operators start making use of equipment that's owned by the U.S. military, a number of political issues emerge. Even if the U.S. government hasn't attempted to use the GPS system as a bargaining chip in the past, it's easy to see how the governments of certain nations might start feeling uneasy should their citizens become dependant on technology controlled by the U.S. military. It's worth remembering how many nations still aren't willing to fully divest themselves of their ownership stakes within local phone monopolies (i.e. the German government and Deutsche Telecom, the Spanish government and Telefonica); influence over their nation's telecom infrastructure still matters a lot to many of them.

I'm not saying that GPS usage within foreign nations will undoubtedly be held back as a result of paranoia on the parts of foreign governments. However, given past actions, I think the possibility should be kept in mind.
