No, they aren't. They're taking the benefits the government is shoving down their throats -- from free money in the form of disability benefits to free cell phones and food. That's what people do; even the most decent people will take the money if tempted often enough.

Rational people don't consider it "hoarding" to keep the money you make. Some of us call that "saving".
