The NASD's proposal for the first time would permit market-makers to publicly display a second quotation for agency orders separate from their proprietary quotation. It was developed by the NASD as an alternative to its earlier controversial proposal for a central limit order file that had been fiercely opposed by the dealer community.

The limit order file would be perfect, but would obsolete the market makers who are not needed anymore.
