<JAIPUR: Jaipur-based Shyam Telelink Limited (STL), the telecom subsidiary of Russia’s Sistema, is planning to invest $5 billion over next year to launch its services in 19 telecommunication circles across 27 states in India. STL CEO T. Narasimhan told ET that the company is eyeing a subscriber base of 60 million by 2017.

“We are planning to start our roll out from Rajasthan in September 2008 followed by launching services in all spectrum allocated circles. The department of telecommunications (DoT) has allocated the CDMA 800 MHz radio frequencies, ahead of other new entrants. The first stage of roll out will be completed by March 2009 covering 94.5% population of the country,” he said.

The company has chosen three vendors for supply of equipment to construct mobile network across the country. The vendors — ZTE, Alcatel-Lucent and Huawei Technologies — have been chosen in a closed tender. In a regulatory filing, STL said that these vendors each vendor would be allocated a certain geographical region for the deployment of the equipment.

Will China wake up? Probably not. There's no sign of it. Will anyone who has heard about these things give them guidance? Probably not.
