Compare India's 800MHz CDMA with China's TD-SCDMA. In India, there is a Gung Ho gang, of Huawei/China, Sistema/Russia, Qualcomm/USA with 1 billion rapidly Indians interested in modernity. In China there is a go-it-alone effort which is not going very well at all. I noticed some words of wisdom in SI.
