Well let's see- marriage is merely state sanctioned cohabitation- so it should bend to public policy. What is the public policy of marriage? Is it to create stable relationships, and to allow partners to confer benefits upon each other in such relationships? Probably among couples who can consent to a relationship- since sheep cannot read or (I think) understand the institution of marriage I'd have to say no. But they are doing fantastic work with the great apes and sign language- so you could make an argument for marriage there (imo).
