One thing I do know - you don't go writing off all of your engineer's salaries as R&D, most usually fall under the General and administrative expenses. For example go look through the earns of several other successful companies and divide their R&D number by ~72K. Perhaps they're only chalking one of their software engineers up as R&D thus $18.2K/Q would figure out about right.
