Gary, in the ATM world, the user side of the network is a separate entity from the network side. I do not see Cisco trying to compete in the user side of the market. That is why they bought Stratacom. Cisco's strategy has always been on the edge (or routing boundary). Whether that edge is the LAN/WAN, Internet, ATM UNI-NNI, or cable head-end, it's hard to say. But you can bet Cisco wants it all.

Probably the best bets are companies with hardware products that are a good fit with Cisco's strategy and are readily adaptible to the IOS.
