A bunch of the territory that was taken back was Jewish on the RE office's books to start with, like the Hebrew University on Mount Scopius, The Haddasa Hospital complex and the Jewish quarter with the walled city. Since then a lot of Arabs have sold their homes in the old city to Jews (I believe that Sharon owns a house in the old city which he built over a house he acquired "fair and square".) I do not know of "expropriation" within the old city. A lot of the land is owned by religious bodies as well.
