Yes, Jimmy Carter thinks as an internationalist. His allegiances, however well meant, are spent all over the world on the basis of humane concerns. Most of us still believe that charity begins at home. Scattering it worldwide without discretion will not help America provide the hope and confidence it needs for its own well being whether for naturalized or native born. Self love is the first love according to scripture.

Pax Romana provided Centurion peace at cost for its subjects by extracting tribute from the conquered territories. Britain and the European powers kept the peace by enforcing law and order on the tribes while freely exporting their raw materials into finished goods at home. American is not constitutionally motivated to do either so more care must be taken while doing our good will hunting.

The IMF and the World Trade Organization and so hated by many are proxies for leveling the playing field but are not equal to the task in many instances.

The President is expressing the proper spirit at this moment in time IMO. President Monroe expressed his doctrine also in the past without starting a worldwide conflict. We'll have to wait and see how it all turns out.
