Not so. Look at the first attack upon the WTC, the USN ship bombing in Somalia, the USAF barracks in Saudi Arabia, etc. -- al Quaida and most terrorist groups do not step forward and accept responsibility until they are caught – denial is the rule rather the exception. The PLO may be exceptional.

Let's not forget that, regardless of terrorist affiliation, these acts are terrorism and as such fall with the same category as drive-by shootings and senseless murders by the Crypts, Bloods, Kings, Hell's Angles, etc. All these groups should be dealt with as if they were al Quaida affiliates.
