First world is what matters and first world countries have lots of fresh water.

On what do you base that statement?

I have family in Texas (Dallas), Oklahoma (SE), Arizona (Phoenix), and Southern California (San Diego) and they are all living on the edge (their water use is often rationed and quality is poor) when it comes to potable water. A few years ago, pregnant women in San Diego were told to drink bottled water by their drs. The chlorine content is extremely high.

An excellent book on the subject of water quality, quantity, and management in the American Southwest is Cadillac Desert by Marc Reisner

In regards to choosing a place to live, I would look to a location that has an overabundance of fresh water, that is creeks and rivers overflowing and glaciers feeding them. Of course, there are no guarantees for the distant future.
