HAL is famous for over-charging and double-dipping. At one point before they were caught they were charging double the cost for gasoline - to our troops in Iraq! They were busted for overcharging several hundred million, but instead of firing them, the DOD and Cheney gave them a promotion, more no-bid contracts as far as the eye can see. Halliburton has become another Enron. But instead of bilking investors it bilks the tax-payers instead.
