The rest is on IBM's Information Technology and I admit they're definitely a stretch when it comes to ADSL. Just the same, I'm hoping there's something here that sets someone else on his or her own search. One of these connects Lucent and IBM's Global Network, another connects IBM and Hong Kong Telephone.
First off, though, IBM's web site with access to the Telecommunications Act of 1996, including hyperlinks to the FCC and the House of Representatives (for relevent discussions).

Lucent Technologies and ISSC finalize outsourcing agreement
Murray Hill, N.J., July 29, 1996 -- Lucent Technologies and Integrated Systems Solutions Corporation (ISSC), a wholly owned subsidiary of IBM, today announced the signing of a multi-year, multi-billion dollar outsourcing agreement. The agreement finalized terms of a letter of intent previously announced by both companies on March 21st.
Under the contract, ISSC will manage the majority of Lucent's day-to-day information technology (IT) operations, including mainframe data centers and much of Lucent's applications maintenance nationwide.
"This agreement leverages our worldwide leadership in IT services in a way that will enhance Lucent's efficiency and competitiveness," said Dan Colby, general manager, global production industries, ISSC. " Additionally, the majority of Lucent's IT staff are being offered opportunities with ISSC so that they can continue to provide Lucent with the same exceptional skills that have been vital to the company's success."
Lucent Technologies is a global systems and technology company that designs, builds and delivers a wide range of public and private networks and communications systems and software, and microelectronics components as well as consumer and business telephone systems. Bell Laboratories is the research and development arm for Lucent Technologies, which is headquartered in Murray Hill, New Jersey.

Hong Kong Telecom, IBM Launch Technology Partnership
(Hong Kong, May 30, 1996....) Hongkong Telecom and IBM announced today that they have entered into a long-term technology partnership, which will allow Hongkong Telecom to improve its competitiveness and services, focus on its core business, and link the company to the worldwide resources of IBM.
The partnership also positions the two companies for leadership in the rapidly growing information technology and telecommunications marketplace in Greater China.
Under the agreement, IBM will manage Hongkong Telecom's data centers and systems programming facilities, making available IBM's global information technology services. Not only will this reduce Hongkong Telecom's costs of computer operations, it will place IBM's computer resources at the company's disposal to support Hongkong Telecom's future applications development and services for its customers. The agreement also enables IBM to increase its information technology resources and skill base in Hong Kong.

IBM will offer employment to the approximately 200 Hongkong Telecom data center employees after taking over the management of the centers on June 1, 1996.
Both companies are committed to minimizing impact on staff, and no staff will be made redundant by the agreement. Current Hongkong Telecom employees moving to IBM, for example, will be focusing not only on Hongkong Telecom operations, but will have the opportunity to work on other IBM services operations in the region to broaden their experience.
The financial details of the agreement were not released.
