That is not the USA way.

The first all digital (PCS-1900) carrier to launch in the USA was APC Sprint Spectrum. The technology was GSM (Phase 2) and SMS (actually ESMS) was used for OTA launch day in November 1995.

The reason that APC Sprint Spectrum was first to market in the USA is because thet were granted a "pioneer preference" license (one of 3 granted by the FCC) for GSM technology (in their case), so were able to build out earlier in the DC- Baltimore market than other carriers. By contrast, CDMA pioneer, USA based, Qualcomm was denied a "pioneer preference license by the FCC.

As for spectrum auctions, which the USA "pioneered", GSM had an equal shot with IS-136 TDMA, and CDMA.

Well, unlike Europe, WAP phones have been in plentiful supply, here for the better part of a year. CDMA of course, and 50% greater data throughput than GSM (500% faster throughput if you are talking Korea or Japan). I'm enjoying voice and data services on my 2nd WAP enabled CDMA phone.

Two way SMS for OTA provisioning (and other applications) will be employed by Verizon before Christmas, nationwide.
