In Belgium they eat horse and rat; in China dog. In NZ humans, though that's considered poor form these days. It's better to have the serfs working for a pittance for the state rather than eating them. Sheep offer less resistance to being eaten and are otherwise not much use. Even working in the bureaucratic kleptocracy the sheep aren't as effective as humans who can really mess things up with little effort, or a lot, whereas sheep just stand around looking stupid, which would be good if government employees would do too instead of wasting even more money than their salaries rushing around doing counterproductive things].
