Gov't to Utilize Contribution From IMT-2000 for Informatization

The government is planning to utilize the huge amounts in contributions from operators of IMT-2000 (International Mobile Telecommunication) to help improve the nation's informatization.

The guidelines for applying to become licensees for the IMT-2000 business, which begins in the year 2002 and will reach full maturity in the year 2005 have now been made clear.

``We will be selecting three operators for the IMT-2000 business with priority given to the consortium which includes members who can generate strong synergy effects,'' said Information and Communication Minister Ahn Byung-yub.

He said the contribution of 1-1.3 trillion won per operator will basically go to the enhancement of informatization in Korea, including providing more education to the general public.

The amount of contribution was derived from taking 3 percent from each of the 15 years the operators would be in business, a standard that is equivalent to the 7 percent over seven years for personal communications service companies.

The government is offering a number of options in paying the contribution, although half of that will have to be deposited in full before they are given formal licenses.

On the technical side, the government did not specify which of the two major technologies _ the one used in Europe,or the one used in the United States _ the applicants should choose from.

There are wide-spread speculations that Korean operators are looking to side with W-CDMA (wideband-code division multiple access),which is popular in Europe.

However, excluding American technologies is certainly a shortcut to aggravating the already fragile trade relations between Korea and the U.S., thus keeping hope alive for the synchronous technology.

Meanwhile, MOIC said that it will be putting together an unbiased panel of judges to decide on who should be the winners, with the results being made open to the public to ensure transparency.
