I know this post was a while back but I wanted to help make the distinction between the two (being ARCA and CyBerXchange).

CyBerBroker does not receive payment for order flow and does not own an ECN. CyBerXchange is forwarding orders to the most optimal counter-party for execution depending on your price, which counter-parties have been executing orders on that stock today, and what's the best method i.e. SOES, Snet, Direct ECN access. It's in our best interest to attempt to get you the best execution possible with every order.
