Generally this means the devices (transistors) support comparatively high drive currents, which directly translates to switching speed, or alternatively, delay reduction.

Read some of THE WATSONYOUTH's posts on the subject of P858 device (transistor) design. He is quite accurate and articulate in his analysis, and he doesn't even work for Intel, as far as I can tell.
