Is there any publicly available futures market for steel that shows forward prices?

I just don't see how a stock that has done nothing for 20-30 years can suddenly be a good investment. What has changed that prevents other countries from building excess steel capacity, and ruining the steel industry for a period of years?

X doesn't pay much of a dividend. It had $3.40 EPS last QUARTER, and paid 5 cents in dividends last quarter.

Is there a steel MLP (like UAN for fertilizer) that pays out all it's free cash flow? THAT might be tempting to buy.
