You heard her right, just not sure if she is right. I hope so, as this is not a "re-count", but in fact a "new" count. They are counting votes that were not counted by the machines because they were not punched properly or legally, utilizing Democratic intuition to judge the "intent" of the voter. These types of ballots are routinely discarded across the country in EVERY election, and the laws of statistical probability say that they balance out overall.

It is patently unfair for a small Democratic enclave to be allowed to override what is likely the same number of Republican votes that would go to Bush if Republican ballots were given the same scrutiny. Unless the country is willing to subject itself to a manual review of all votes from every state, then this madness needs to end now.
