I trade through a MM. If another MM runs away from my order, a complaint will get filed and that MM will be fined by the SEC. Every once in awhile they tell my MM "there was an order ahead of yours," but you can't just blindly accept that - if the tape doesn't show that "other order" in proper time sequence, we raise hell and they usually go back and change my order to honor the posted quote.
