While the 3,000,000 is a nice number, it does represent a slowdown, or at least a culling out in the SK Telecom market. From the following previously announced reports, you can see that December was about the slowest "net add" month of the year for KMT, adding about 4350 subs per day:
7/10/97 SK Telecom - 1,632,000 CDMA Subs (7200/day) 7/28/97 SK Telecom - over 1,790,000 CDMA Subs (8777/day) 9/3/97 SK Telecom - 2,107,000 CDMA Subs (9057/day) 11/10/97 SK Telecom - over 2,540,000 CDMA Subs (8169/day) 12/8/97 SK Telecom - 2,900,000 CDMA Subs (12000/day) 12/31/97 SK Telecom - 3,000,000 CDMA Subs(4350/day)
Of course, the decrease does not necesarrily mean lower handset sales, if older subscribers canceled service.
The Korean CDMA handset manufacturers are still running at capacity, and can not meet current demand.
