Ted,
When you see grown men running into the water weeping and wailing as the new Kim rides off in his boat, it doesn't look anything has changed.
Those are the images that the NK regime releases to the mainstream media. They're carefully chosen in order to project an image of patriotism and strength.

Everything that you see in Pyongyang is a show, carefully orchestrated to project a sense of modernity and nationalistic unity. Even the head of the WHO, Margaret Chan, was completely bamboozled.

If what the writer of the article says is true, then every wacky thing the NK regime has done over the past several months makes a lot of sense. Average NK citizens are completely disillusioned by their rulers, and the regime is responding by banging the war drums hoping to whip everyone up into a patriotic fervor.

I guess that's a lot easier than actually trying to fix the infrastructure problems in NK or shutting down the black market.
