I think that after Macedonia shut its border and sure signs of impending humanitarian catastrophe in Kosovo emerged-it became clear that Bill and Tony no longer can commit themselves to this disaster..The rest is history..Albanians would never return to Serbian-controlled land..De facto partition remains to be negotiated with Serbs not KLA..
