In theory that is correct, but in practice Qualcomm has a rep for 'buying' contracts via good financing deals (and it annoys some of the other players - especially the smaller ones). I suspect a better reason for the problems that Qcom has selling their infrastructure is that they aren't an international name yet. Many of the bigger international customers want equipment supplied by companies that their customers have heard of.
