No. If the occupation were to end, so, too, would the insurgency. After all, what the resistance movement has been resisting is the occupation. Who would the insurgents fight if the enemy left?


The Iraqi government and its supporters.

The fundamentalist part of the insurgency would fight anyone who resisted a fundamentalist state in all or part of Iraq. The Baathists would fight anyone who resisted their grab for power. Possibly the Sunnis and Shia would fight each other in general.
