Yuu don't build an institution to be free. People have to yearn to be free, fight to obtain the freedom, fight to sustain that freedom. You cannot have the US fighting for the Iraqis and expecting the Iraqis to fight to preserve it. That was the crux of Murtha's argument where he said that the Iraqis have to demonstrate their willingness to come out and fight to keep their freedom. They have not demonstrated that yet.
