Its not like there has to be just one reason.

Both high tax rates and occasional wage freezes contributed to shifting more of employees compensation to benefits and percs (from medical insurance, to expense accounts and company cars, to fancy dining rooms and "executive wash rooms" for higher ranked employees, to all sorts of other things)

Also the extra push towards percs rather than more flexible wages, is only one of the negative effects of higher tax rates and not the biggest one. I only drew more attention to it, to make the post more on topic for this thread.
