I feel somewhat sure we will not see the 0% tax on dividends, that's it's a negotiating ploy to get the 20% (maybe a bit lower, but not 0%)tax. I just can not see the government introducing some serious competition for bonds. Also I assume the states follow whatever % is enacted, but not sure on this, and some cities (like NYC) also tax dividends. I also was wondering if there are foreign countries which have 0% taxes on dividends.
