Incoherent fragments, yes, that is the polite way to address
two-party-systems with no understanding of center-based
systems.

However, both UK, Canada, especially NZ and Australia already
understand some, they have been practicing for many decades and
are at different levels of implementing it.

"the view from the center", in USA?? (that is a real incoherent gerrymandered fragment)

Obviously this could be made coherent by any USA-two-party "center" understanding
of any little fragment.

For example, why is the concensus that USA could not handle anything but a
non-center, but well-gerrymandered two-party-system.
(Bless the FEC, who is supposed to handle that dilemma)

Both FEC, Dilemma, FPTP are easy to google for, these days.

center-based-systems is still a more difficult task.
