Count up the wars America has had. Then count up the "official" declarations. Few of our wars are subjected to the cosmetic 2/3 Congressional vote (which is extra-constitutional.)

That "declaration" is ONLY used when there is a weakened isolationist movement. It's totally political. Congress passed a legitimate (as per the constitution) declaration of war in 2001. It is now the president's sworn duty to fight it, even with a large % of the Congress turning traitor...
