This is really not how the market works.

Looking at it the other way, "when done in mass", pouring money into the stocks and hence rising their values would also kill short-sellers.

It all depends on the perceived value of a stock AND its perceived prospects for the future. "Fair value" exists only in textbooks and is sought only in M & A deals.
