It all goes back to the Magna Carta and King Jean. The peasants wanted rights to the land and King Jean thought that would interfere with his plans. Ever since the Magna Charta threw a wrench into the goverment plans to control all, the monarchy, now the elected monarchy, has schemed with semi constitional ways of enacting law to circumvent constitutional rights either under the M. Carta or the US Con. and its 18 amends. EC<:-}
