in a perfect statistical environment. but, there are too many Neros who fiddle while Rome burns, i.e., those who make a market can take stock in from sellers to their own accounts (up to "X" amount) even when the number of sellers clearly outnumber the buyers, or let stock out from their own accounts while the number of buyers outnumber the sellers. Nero started the fire in Rome to clear out the 'ghettos' to build his dream stadium and park. who controls what at what time? Nero's question for himself was 'what can I get away with and still remain ruler?'
