Closure with a government agency requires the cooperation of the agency. As can be seen from this week's hearings on the behavior of the IRS, individual case workers weren't interested in resolving some taxpayers' issues. The IRS deliberately broke the 1988 law against using money inflow as a way of measuring employee performance. The IRS was working on possible infractions of the Earned Income Tax Credit, one reason was that those people couldn't defend themselves. A case worker testified that she went to homes in Houston that had no air conditioning. Big time tax cheats. SWAG: I used to make Scientific Wild Assed Guesses all the time. There, I said it. As far as moving toward closure, time and velocity are relative terms that depend on one's frame of reference. The progress of the SEC may seem imperceptible from the standpoint of taxpaying private enterprise, but rapid when compared to tectonic drift of continents. Charles
