incorrect. The government is to PROTECT the rights that were endowed (conveyed) by their creator. It's right there in the Declaration of Independence.

Note that the 9th amendment doesn't say "The conveyance in the Constitution, of certain rights...."

It uses the word "Enumeration". It's just spelling out the right that are to be especially protected, NOT granted.

The 9th and 10th amendments in the Bill of Rights (note "protection" and "enumeration", not conveyence of rights)

Ninth Amendment – Protection of rights not specifically enumerated in the Bill of Rights.
The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.
Tenth Amendment – Powers of States and people.
The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.
