That's not a correct reading - the Constitution claims we the people have rights (natural/creator/god) and limits the governments powers to curb those rights. Note the language of the first amendment. Congress shall make no law ... I'm sorry, but that statement is not proof that God granted rights. God made us and gave us free will. Rights is man made.
