Why is a die shrink only getting the P-III a 20% gain in clock?

How much less power will the Tualatin mobile consume than the .18u mobile P-III?


As carl has pointed out many times I am just a mom and pop when it comes to ee. I am going to stick to basic ideas as to die size shrinkage. The smaller die size requires 2/3 of the silicon. I assume that power consumption and clock cycle time would decrease by 1/3 as well.
