In hindsight those declared reasons were nothing more than wishful thinking.

Wishful thinking or not they were the reasons/expectations commonly declared by officials and laymen alike. At which point the sanctions should have been immediately withdrawn or as you stated earlier...
If the reasons are no longer valid, then lift the sanctions via due process.

Which was one among many justifications for invading Iraq. It is one (stop targeting innocents) which I feel especially committed to.
