JIm, thanks for the info. When I read stuff like this:

...that doesn't mean new power plants aren't needed in a state where the demand for electricity is growing at 1,000 megawatts a year and where two-thirds of existing plants are at the end of their lifespan.

it seems to me that the independent power producers that build or are interested in building in CA - Calpine, etc (CPN,AES,NRG,REI,SOE,DUK) - should do well in the long term. Unless they don't want to invest a dime in the People's Republic of California because the state legislature may decide to take over the power plants. :-/
