Steve, the old centralised Soeharto-style corruption has been replaced by unmanaged decentralised corruption. That was a problem here right after Marcos went down. At least when he was in you knew who to pay, and once you paid it was done. When things changed you could pay one guy, and the next day there were half a dozen others coming around with their hands out. If you weren't smart, it was pretty tough getting anything done. It is a lot easier to change the person at the top than it is to weed out the bureaucracy. Steve
