Your reasoning seems sound to me (it would require quite a bit more work on the BIOS to make it bootable), but the announcement through Business Wire that Ed Klar posted includes the following:

"There are currently more than 2 million Zip drive owners around the
world, and many of the world's top personal computer manufacturers now
build Zip drives into their computers as either standard or optional
features," said Timothy L. Hill, vice president of worldwide marketing
for Iomega. "Clearly, no other storage solution combines the capacity,
price, performance, and ease of use of the Zip drive. The additional
ability to make it bootable will better position Zip as the logical
choice to replace the floppy drive."

Mabye there is something implied here, that the parallel Zip owners will be able to use this new BIOS, mabye not. AMI's announcement from its web page did not include this quote, although there was another quote from Hill. Those of us w/parallel Zips can hope.
